Combine bajri flour, wheat flour, fenugreek leaves, ginger paste, garlic paste, green chilli paste, sesame seeds, turmeric powder, red chilli powder, coriander-cumin powder, sugar and salt to taste.
Add whisked yogurt and mix it with your hand. It will start to come together. Form a stiff dough.
Add a tablespoon of water at a time if required.
Let the dough rest for 10-15 minutes.
To make Vadas
Heat the oil in a pan for frying over medium heat.
Take a small orange size portion of dough, make it smooth and flatten it.
Roll the dough till you get around 1/4 inch thickness.
Using a cookie cutter of 1-1 1/2 inch diameter, cut it into rounds. Put it in a plate or on parchment paper so it doesn't stick to the surface. Keep rolling and shaping them till you finish all the dough
Drop 5-6 rolled circles in hot oil at a time. Fry for a minute on each side or they turn golden brown in color. Remove it on a paper towel.
